Symptoms
Enterprise Manager Could Control 13.5 fresh install fails at OMS Configuration and the following errors noted in the logs :
<MIDDLEWARE_HOME>/cfgtoollogs/omsca/logs<TIMESTAMP>/emLogs/sysman/log/syncopss.log
WSM-02459 : Document "SearchCriterion [NAME, documentType=policysets, documentURI=global/domainwide-global-em-security-policy, criterionString=/policysets/global/domainwide-global-em-security-policy]" cannot be created as it already exists in the repository.
WSM-15026 : Failed to create the document in the repository.
