Symptoms
- Enterprise manager not sending alert notifications or email alerts after applying RU 19.14 on repository database.
- There are no events generated under any metric even when the set threshold is breached.
- Error 'Internal Error has occurred' when trying to update 'Metric and Collection Settings' page
