Symptoms
In Enterprise Manager Cloud Control 13.4/13.5 versions application of the WLS PSU with SPBAT option fails with the following error:
SPBAT Release Version: 1.3.0
The current patching user oracle matches with the product install user oracle
-log_dir value is not set, defaulting it to $DIR/patching/WLS/WLS_SPB_12.2.1.3.210716/tools/spbat/generic/SPBAT/logs
SPBAT Phase - precheck is executing ...
The consolidated SPBAT execution logs have been written to: $PATH_TO/spbat_2021-08-02_11-

Note:The same will occur on all versions,WLS 12.2.1.3 is installed with EM 13.4 and WLS 12.2.1.4 with 13.5. Note it is the SPB with the issue, not the PSU.
