Accessing Enterprise Manager Fusion Middleware Control gives Error "A problem occurred fetching a requested resource. See logs for more details" (Doc ID 2861862.1)

Symptoms

When attempting to access Enterprise Manager Fusion Middleware Control (EM FMWc), the following error occurs. This occurs after simply accessing /em and following redirects. The login page is not presented. This is a new domain in a new environment. Existing environment works without issue.

A problem occurred fetching a requested resource. See logs for more details


AdminServer-dagnostics.log contains the following:
