EM13c : Using TLS_RSA_WITH_AES_256_CBC_SHA256 Cipher Causes EM Console Access Issue

Symptoms
Enterprise Manager (EM) Cloud Control, was configured to eliminate the weak ciphers.
The cipher used was "TLS_RSA_WITH_AES_256_CBC_SHA256". This Cipher was picked as per the following document:

OMS started fine, but the console access fails with following error:
ERR_SSL_VERSION_OR_CIPHER_MISMATCH

The client and server don't support a common SSL protocol version or cipher suite.
