EM 13c : Emcli Execute_sql -credential_set_name="DBCredsSYSDBA" Connects With Invalid SYS Credentials (Doc ID 2868553.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, Executing emcli execute_sql using the preferred credential for SYSDBA connects to the database even though the password for SYS is incorrect.

The problem is when issue the execute_sql and only provide the credential set for SYSDBA, the command connects to the database.

How is emcli able to connect to this database as SYS when there is no password file present?

OMS13C:/home/oracle> emcli execute_sql -sql="SELECT username from user_users" -credential_set_name="DBCredsSYSDBA" -targets="<DB_Name>:oracle_database"
