EM 13c : SCAN Listener down in EM Console (Doc ID 2875675.1)

Symptoms

In Enterprise Manager (EM) Cloud Control SCAN listener is showing as DOWN even if lsnrctl status listener <LISTENER_NAME> is showing up and running.
