Symptoms
EM 13.4 OMS is not sending any email notifications.
Incident rules are configured correctly.
Incident manager shows update as 'Updated State By Skipping Rule Processing'.
Incident rule is skipping all the events.
$../gc_inst/em/EMGC_OMS1/sysman/log/emoms.trc file reports following errors:

Issue is started after modifying an incident rule by adding a regular expression to filter the events not to generate any notification.
