Symptoms

After upgrading from 11g to 12.2.1.4 Fusion Middleware Control Enterprise Manager is slower then 11g during the initial login.


Changes

 Upgraded to 12.2.1.4 may just be slower then 11g was even with a new install. Though the initial issue was seen with SOA this was not a SOA specific fix.
