OMS on Windows is not starting up and failing with error:

D:\app\oracle\oem135\bin>emctl start oms

Windows service OracleManagementServer_EMGC_OMS1 failed to be started
Oracle Management Server is Down
JVMD Engine is Down
Please check D:/app/oracle/product/gc_inst135/em/EMGC_OMS1\sysman\log\emctl.log for error details
