Symptoms
When running the Oracle Enterprise Manager Precheck process for Siebel, the Discovery Check fails.
The following error occurred in the siebelremotelogging.trc

STEPS
-----------------------
1. Install the Oracle Enterprise Manager (OEM) agent on the Siebel Gateway Server.
2. Startup the Siebel Servers.
3. Run the OEM agent Precheck Discovery process.
4. Observe the OEM agent Precheck Discovery fails with "ERROR emagent.EMGatewayAgent logMsg.247 - Exception when invoking Siebel discovery REST API: https://<hostname>/siebel/v1.0/cloudgateway/enterprises?expand=all "
