EM 13C: Agent Unreachable - Admin Server is FAILED_NOT_RESTARTABLE (Doc ID 2886615.1)

In Enterprise Manager 13.5 after agent install the agent in the console shows "Agent Unreachable", Validated the communication between Agent to OMS and OMS to Agent all works fine:

From the status of OMS:

$./emctl status oms -details
