Symptoms
Applying RU on the 13.5 OMS that is installed on Windows, fails with the error:
<OMS_HOME>\cfgtoollogs\omspatcher\<patchnum>\omspatcher_<timestamp>_apply.log

[Jul 25, 2022 11:46:31 AM] [ Error during Patch and deploy artifacts phase ] Detail: Patch application failed to complete some of the actions.
Failed to stop agent
On Windows, the OMSPatcher is automated to shutdown the agent during patching to prevent the agent from consuming jar files in the OMS home during patching to make the patching process smooth.
The central agent is working fine and there are no issues in manually stopping and starting the central agent.
