13.5: Applying Patch on the OMS Fails with Error: ORA-06533: Subscript beyond count (Doc ID 2897223.1)

Symptoms

Applying patch on the OMS using OMSPatcher fails with the error:

OMS_HOME/cfgtoollogs/omspatcher/<patchnumber>/omspatcher_<timestamp>.log

This issue is observed towards the end of the patching activity when the patching is almost complete on the OMS.
If this is a Multi-OMS environment, the patching is complete on the primary OMS, but did not commence on the additional OMS as it was unable to schedule the job for patching.
