Symptoms

In Enterprise Manager(EM) Cloud Control, When trying to migrate Listener using fleet maintenance GUI it fails with below error:

Processing target: <DB_Name>
Target name 'LISTENER_<name>' exceeds length permitted for instance name.
ERROR: Operation could not be completed. Check OMS logs for details.
Status : Failed
