EM13c : Console Access Gives - Cannot communicate securely with peer: no common encryption algorithm(s)

Enterprise Manager (EM) Cloud Control URL fails to launch and gives the following error.

Secure Connection Failed
An error occurred during a connection to <OMS Hostname>:<Console Port>. Cannot communicate securely with peer: no common encryption algorithm(s).
