Symptoms
Real Application Cluster (RAC) Container Database targets and it's instances shows status "Down".
Database Home page show error:

Regions that display real-time data will not be displayed. Exception while loading RAC Database Home Page: Listener refused the connection with the following error: ORA-12514, TNS:listener does not currently know of service requested in connect descriptor The Connect Descriptor was (DESCRIPTION = (ADDRESS_LIST = (ADDRESS = (PROTOCOL = TCP)(HOST = <DB Instance VIP name>)(PORT = <listener port>)))(CONNECT_DATA = (SERVICE_NAME = <DB Instance name>)))
