Symptoms

In Enterprise Manager (EM) 13.4 Cloud Control, the Fleet Maintenance UPDATE_DB job fails at the Initialize Patch DB Deployment Procedure step with error:

$ emcli db_software_maintenance -performOperation -name="Update" -purpose=UPDATE_DB -target_type=oracle_database -target_list="xxxxxxxxxxxx" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ROOT:SYSMAN" -database_credential="DB_CREDENTIAL:SYSMAN" -input_file="data:/tmp/update.txt"
