EM13c : Enterprise Manager Not Seding Any Email Notifications (Doc ID 2903248.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, none of the Email Notifications are getting triggered.

The following are correctly configured:
SMTP Server
Incident Rules

Verified the Alerts using the Simulation Rules --> The Incident Rules are correctly picked to send the Email Notifications.

Error stack observed from the <EM_INSTANCE_HOME>/em/EMGC_OMS*/sysman/log/emoms_pbs.trc file:

java.sql.SQLException: ORA-14400: inserted partition key does not map to any partition
ORA-06512: at "SYSMAN.EM_LOADERJOB", line 143
