EM 13c: Listener Target Status Shown as DOWN when the Listener is Actually Running

Symptoms
From EM console, listener target is marked as down despite the listener is running on the server.
$lsnrctl status <listener_name> command is successful.
Following command from agent fails with an error:
$emctl getmetric agent <LISTENER_Name>,oracle_listener,Response
