EM 13c: EM SQL Job Fails To Execute Against DB Target With Error "Target Is Not Ready" (Doc ID 2905651.1)

Symptoms

Executing a simple SQL EM Job against a database target, the EM Job fails with error "Target Is Not Ready"

If you verify the 'is_ready_for_job' parameter in the Repository database for the database target, the value is set to '0'. This should be "1".
The value is set to '0' is blocking the database target for jobs.

Run SQL against Repos database as SYSMAN user:
