Issue in navigating EM console - Admin Server is going into "warning" state after applying CPU patches and EM Patch 34542329 (Doc ID 2909393.1)

Symptoms

After installing the Oct CPU patches including applying EM patch 34542329 in EM console (Fusion Middleware Control) there is a new icon added under SOA folder for clusters.

Clicking the new icon shows error message:
    Internal Error has occurred check the logs for details. Metadata is not initialized.

After the error selecting any other option to navigate in EM console hangs.
Soon after the Admin server goes into warning state.

Changes

Applied bundle patches for OCT-2022 including EM merge patch 34542329.
