LDAP Error When Attempting To Update Passwords In OEM (Doc ID 2910145.1)

Unable to update passwords in OEM or create new Administrator accounts. We will always see the following error when attempting the password update or account creation:

Error: "User not found in the external identity store (LDAP). Ensure the user exists in LDAP store. System Error An internal error occurred"
