EM13c Discover Middleware Is Not Discovering All Servers In The Cluster (Doc ID 2913077.1)

Symptoms

Using Guided process to discover Fusion Middleware, I am discovering a SOA cluster
If I select the discovered cluster and click configure, it shows me the cluster configuration
It shows Server Names soa_server1,soa_server2
But it only creates a target for soa_server1. There is no target for soa_server2.
Can I add a target for soa_server2 if it was not discovered in the discovery process?

Changes

soa_server2 was in status "Not Reachable" hence it's target was not created in EM.
