In Enterprise Manager M13c: Oracle Server, Systems Infrastructure Remote Host and Oracle Virtual Platform target of Exadata are showing down

We see following error in gcagent_sdk.trc

Customer has changed root password for DOM0, "root" OS user account is locked now and can only authenticate using SSH KEY
