OEM 13.5 Won't Start After Removing Old Third Party Certificates (Doc ID 2914617.1)

Symptoms

When attempting to start the oms it keep trying to run for an hour  as follow

 [oracle@XXXXXXXXX]$ ./emctl start oms
  Oracle Enterprise Manager Cloud Control 13c Release 5  
  Copyright (c) 1996, 2021 Oracle Corporation.  All rights reserved.
  Starting Oracle Management Server...
