Symptoms

In Enterprise Manager (EM) Cloud Control, Target Database are subscribed and getting deployed when image is on lower version in fleet maintenance.

Example:

When the image is 11.2.0.4 created with 11g Database and target database is  higher version example 12.1.0.2.
Target is getting subscribed and deploys software without any error.
