Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet Migrate Listener job does not copy ADR_BASE from old listener.ora

$ emcli db_software_maintenance -performOperation -name="Migrate Listener "migrate" -purpose=MIGRATE_LISTENER -target_type=oracle_database  -target_list="<DB_NAME>"
 -normal_credential="SSH_HOST:SYSMAN"  -privilege_credential="SSH_ROOT_HOST:SYSMAN"

Post Migration:  No entry found for ADR_BASE
