Symptoms

In Enterprise Manager (EM) Cloud Control, Fleet Update DB job does not Update entries for SID_LIST_ in newly migrated listener.ora

$ emcli db_software_maintenance -performOperation -name="Update DB" -purpose=UPDATE_DB -target_type=oracle_database  -target_list="<DB_NAME>"
 -normal_credential="SSH_HOST:SYSMAN"  -privilege_credential="SSH_ROOT_HOST:SYSMAN"

Post Migration :  No entry found for SID_LIST_ in newly migrated listener.ora
