EM 13c: Fleet Maintenance Software Standarization Advisor Report Hangs For Long Time And Error With "A connection to server as failed" (Doc ID 2914928.1)

In Enterprise Manager (EM) Cloud Control, When running Software Standardization Advisor Report it fails with error:

Navigate to Targets -> Databases -> Administration -> Click on Software Standardization Advisor Report -In the console hangs for 5-6 min and then errors out with following error:
"A connection to server as failed "
