EM 13.4 / 13.5: DB Job Access from OEM Console fails With Error "unexpected error occurred" Log Reports java.lang.IllegalArgumentException: Timestamp format must be (Doc ID 2914943.1)

Symptoms

From EM 13.4 or 13.5 Console, Navigating to a PDB target > Select Administration drop-down,

select Oracle Scheduler >  select Jobs

Connect as SYS/SYSDBA if it prompts for login.

It generates the following error:

unexpected error occurred. Please contact Oracle Support with these files.
<EM_INSTANCE_BASE>/user_projects/domains/<domain_name>/servers/<SERVER_NAME>/logs/access.log
<EM_INSTANCE_BASE>/user_projects/domains/<domain_name>/servers/<SERVER_NAME>/logs/<SERVER_NAME>-diagnostic.log
<EM_INSTANCE_BASE>/em/<OMS_NAME>/sysman/log/emoms.trc

Same error can occur for any other operation such as create like / edit etc.
