EM 13c : Edit or View User Shows Only 20 Selected Instance in Target Privileges

Symptoms
OEM 13.5 RU9 to OEM 13.5 RU11
Issue in OEM under Setup - Security - Administrators/Roles - Target Privileges
Select an existing role/administrator go to edit -> Target Privileges - > Target Instance privileges, here we can add any number of new instances with "View Target"/ other privileges.
But when we revisit the page in view or edit mode we see only 20 "Selected Instances"
Changes
In OEM 13.5 RU9, new JET pages were implemented for user/role administration.
