EM 13c: Login to EM Console Fails With Error "An Internal Error Has Occurred" (Doc ID 2928254.1)

Symptoms

Login to EM console Fails with Error "An internal error has occurred. Check the log file for details"
The following error stack is observed in OMS logs:
