OEM 13c: Upgrade agent fails with error "Archive does not exist or size does not match" (Doc ID 2929845.1)

Symptoms

Upgrade agents using OEM console failed with following error

/tmp_<date time stamp>/plugins/oracle.sysman.csa_13.x.0.0.0_DISCOVERY.farb
Plugin archive <OMS_HOME>/sysman/install/plugins/oracle.sysman.oh/13.x.0.0.0/oracle.sysman.oh.agent.plugin-13.x.0.0.0.farb is copied to the agent at
/tmp_<date time stamp>/plugins/oracle.sysman.oh_13.x.0.0.0_AGENT.farbjava.lang.RuntimeException: Error retrieving archive: Archive does not exist or size does not matchjava.lang.RuntimeException: Error retrieving archive: Archive does not exist or size does not match
