Symptoms

In Enterprise Manager (EM) 13.5 Cloud Control, When using Fleet EMCLI command to UPDATE_SIHA following errors are triggered: "CRS-2918: Authorization failure: operating system group 'oper' does not exist on server"

$ emcli db_software_maintenance -performOperation -name="update SIHA" -purpose=UPDATE_SIHA -target_type="has" -target_list="has_<target_name>" -normal_credential="<Cred_name>:SYSMAN"
-privilege_credential="<Cred_Name>:SYSMAN"
