EM 13c: Agent Fails to Start after Securing with 3rd Party SSL Certificate (Doc ID 2934266.1)

Symptoms

After securing the Agent with 3rd party SSL certificate, Agent is failing to start with the below error:

D:\<Agent_base>\agent_inst\bin>emctl start agent

The Oracleagent13c1Agent service could not be started.

The service did not report an error.
