EM 13c:Patching fails with "OMS should be running in Disconnected mode for using -connected option, got unexpected status=8" (Doc ID 2935352.1)

Symptoms

Applying the one-off patch is failing with the below error :

omspatcher update command output

Binaries of the following sub-patch(es) have been applied successfully:

oracle.sysman.top.oms_13.5.0.0.0 35011187 35011187_opatch2023-03-10_20-28-28PM_1.log

OMSPatcher failed to execute some of the patching steps. Please check the Patching summary,individual logs and try to reso lve the issue. Once the issue is resolved,Please execute below command to complete patching session:
omspatcher resume

OMSPatcher wont allow any other patching operations unless the script is executed successfully
------------------------------------------------------------------------------------------------

OMSPatcher failed with error code 240
