EM 13.5: Emcil login/sync Fails With Certificates do not conform to algorithm constraints (Doc ID 2945825.1)

Goal

In Enterprise Manager Cloud Control 13.5 post applying of RU 14 the emcli login/emcli sync fails with the following error:

./emcli sync
Internal Error: The EM CLI system has encountered an internal error. Details have been added to the EM CLI log files.
Log file location is : /OMS_HOME/gc_inst/em/EMGC_OMS1/sysman/emcli/setup/.emcli/.emcli.log 

 

./emcli login -username=sysman -password=XXXXXX
Internal Error: The EM CLI system has encountered an internal error. Details have been added to the EM CLI log files.
Log file location is : /OMS_HOME/gc_inst/em/EMGC_OMS1/sysman/emcli/setup/.emcli/.emcli.log

 

From $EMCLI_HOME/setup/.emcli/.emcli.log
