EM 13c: Error "javax.management.InstanceNotFoundException" When Following The Steps From (Doc ID 1637959.1) (Doc ID 2946181.1)

Symptoms

Following (Doc ID 1637959.1) and addPlugin step fails with the following error

Location changed to domainRuntime tree. This is a read-only tree
with DomainMBean as the root MBean.
