Symptoms

OEM Agent Remains Up and Does Not Show Down (Red Arrow) When Stopped from OEM Console or Command Line.

** The Green Arrow continues to show up with the below message

  Error
  Communication between the Oracle Management Service to the Agent is unavailable. Any features or displayed information requiring this communication will be unavailable.
