EM 13.5c: Normal User Login To OAS Console Failed With Error 'Login failed, please retry'

Symptoms
The Oracle Analytics Server (OAS) is configured with OEM using following document.

The security model is configured to 'Enterprise Manager Repository-based Security' using following document.

Login to OAS console works fine with super user. But login with any normal user failing with 'Login failed, please retry' error on the console.
