Monitoring agent side Access point Response Metric collection showing 0 value

Manually connect ILOM server from compute node agent fails with below message 

ipmitool -I lan -H <ILOM_HOSTNAME> -U <USERNAME> -P ******  -L OPERATOR event 1
Error: Unable to establish LAN session
Error: Unable to establish IPMI v1.5 / RMCP session
