EM 13c: After Rollback of a Target , Fleet GUI still shows as Migration Completed

Symptoms
When rollback a target to the old oracle Home the Migrate Column on Fleet Maintenance shows green icon with tip text, Completed. The expected behavior is show yellow icon with tip text, Update Recommended.
