Symptoms
When attempting to perform a Pre Discovery with Enterprise Manager for Siebel Agent 13.5.0.14 with Siebel 22.x,
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Install Siebel 22.10
2. Install OEM 13.5.0.14
3. Perform OEM Pre Discovery.
4. Observe error message.
