Symptoms

In Enterprise Manager (EM) Cloud Control, When attempting to MIGRATE_LISTENER using fleet it fails with the following error

$ emcli db_software_maintenance -performOperation -name="Migrate Listener" -purpose='MIGRATE_LISTENER' -target_type='oracle_database' -target_list='<DB_NAME>' -normal_credential="HOST_ORACLE:SYSMAN" -privilege_credential="ROOT_ORACLE:SYSMAN"

Error:
Target name exceeds length permitted for instance name
