Symptoms
In case of rollback_db On successful update_db when you are attempting to execute the ROLLBACK_DB verb fails with targets are elgible for rollback operations using Fleet Maintenance

$ emcli db_software_maintenance -performOperation -name="Rollback DB" -purpose=ROLLBACK_DB -target_type=rac_database -target_list="<Target_List>" -normal_credential="ORACLE:SYSMAN" -privilege_credential="ROOT:SYSMAN"
