In the current EM releases, we have the following verbs while creating a blackout to provide the reasons:

add_blackout_reason -- Adds a new blackout reason.
get_blackout_reasons -- List all blackout reasons

Do we have EMCLI verb for providing reasons while removing the blackout?
Example: remove_blackout_reasons
