PeopleSoft Target Showing DOWN When They Are Running In GUI (Doc ID 2964208.1)

Symptoms

PeopleSoft (PS) Website/PIA is showing wrong status and existing target not discovering after deletion



The status for the PS WebSite/PIA targets on the PeopleSoft web server is showing as Down when it is not. Then after enabling the debugging, then deleting the  PS PIA and PS Web Site target, then trying to discover [SEE ATTACHED 'spswgvla - PS Web Site and PIA targets down.docx'] now it won't even find those 2 targets and the rest are still wrongly showing as Down.
