EM 13c: OMS Restarts With "Notification Delivery error" Due to Notification Script Located In NAS File System Being Down

Symptoms
External OS Command notification method is configured for sending notifications to an external ticketing system.
OS command notification scripts are located on a shared NAS file system.
When NAS file system experienced downtime, OMS is unable to execute the OS command notification script.
This leads to Notificatoin Delivery thread going into hung situation and leading to OMS restarts.
<OMS_INST_HOME>/em/EMGC_OMS1/sysman/log/emctl.msg file reports the following errors when OMS restarting
HealthMonitor May 24, 2023 4:51:06 AM Notification Delivery error: External OS Command [OEMtoXXXX] is hung, its execution exceeded 330 seconds time limit
