EM 13C: Test SMTP Mail Server Failed With Error "Test failed with message: "Could not connect to <smtp_server>:<port>" (Doc ID 2973296.1)

Symptoms

 Navigate to Setup > Notifications > Mail Servers > select "Outgoing Mail (SMTP) Servers" > click on 'Test Mail Servers' given below error

Test mail server gives error smtp.host.com:port: Test failed with message: "Could not connect to smtp.host.com:port:

Test failed with message: "Could not connect to SMTP host: smtp.host.com, port: port" [SMTP Server: smtp.host.com:port, User name: <USERNAME>, Secure Connection: SSL/TLS]
